Vibration isolator ? Yes or No.

Well looking at my mouse pads that I've been saving they were a perfect match for isolators. This one was from my last job. The company very thick neoprene so perfect I get to use the pads get something out of my last companyPXL_20230402_201447333.jpg
 
Here's a quick video of the noise I am experiencing from the belts. I think the teeth on the belt make the noise, and they intern MIGHT create vibration. I don't see the vibration, but based on the noise, I can only assume there is some.

I'm no expert, and the video may distort the sound, but to me this sounds "normal with slight bearing noise".

Do you have an Android phone? If yes, there is this app I used many years ago to diagnose my surface grinder vibration. It is called VibSensor ( https://play.google.com/store/apps/details?id=com.nowinstruments.vibsensor) When I installed it it warns me there are "in app purchases". That "purchase" is for a function to export your captured data. If you don't need to export it's free (unless there is another feature I haven't tried yet that requires paid version).

The app records vibration and it shows you frequency power spectrum. This way if for example you're running at 300 rpm and max noise it is at exactly 60 times that (300hz) you know it is some component that's doing stuff 60 times as fast, a gear with 60 teeth on the 300rpm shaft etc.

How do you "convert" noise in Hertz to possible Rpm? You multiply hertz by 60. If you're getting very high numbers, discard those, as there will likely be a lower frequency pulsing component too.
 
I get the sense you believe it is the 1) grooves in the belts or 2) perhaps missing? isolators for the motor.

The grooves in V-Belts are put there to make them run smoother. Generally, they will cause vibration if there is wear or damage - a quick visual can tell.

Respectfully, I'd put my money into a strobe so I can use it again, and again. mark the belt with a white marker and adjust the strobe looking for resonances in the belt at the speed it seems to vibrate. It should show up like a sore thumb. The belt pulleys as well. An imbalance or deflection will pop out at you.

Once you know the cause, you know the solution.
