Thoughts on purchasing raw materials

When buying raw materials, is there a rule of thumb of how oversize to buy in order to have enough material to turn or mill to dimension? I assume there's some given percentage of diam, width, etc. I'm also certain that it depends on type of material and expected processing (turning, milling, boring, etc.) Thanks as always for helping a NUUB.
 
Plus the capabilities of the machine (and operator) doing each operation. For example, if you are sawing a piece of stock to rough size, how straight, parallel & accurate the saw is will impact the amount of material that must be removed to square up the stock.

I tend to allow 1/16” in each direction for stock that must be machined to size.

An alternative to stock allowance is to purchase stock already to size; precision rod stock is available at reasonable prices, as is low carbon precision ground flat stock.
