There is a disturbing number of people that believe that there is a wide spread cabal that is collecting children and sacrificing them in order to drink their blood. An even larger group believes that children are being exploited for pornographic reasons. The neighbor seeing small children arriving on a daily basis might very well believe that something sinister is going on. As to filming you while you are machining, he may find the noise objectionable and filming to record the noise. A milling machine can get very loud at times. My air compressor is deafening.

My nearest neighbor is more than a quarter of a mile away and I can only see his lights when the the trees are bare of leaves. The largest impact comes from noise like a chainsaw or gunfire. We are pretty much a live and let live community so we are OK with occasional disturbances. Things could be much different if the neighbors were only a few hundred feet away though.

Unless there were extenuating circumstances, I would be inclined to approach the neighbor and ask if there was a reason for his behavior. Depending on his response, then I would consider necessary further action. Although someone can film on a public street, Observing the goings on in someone else's home is an invasion of privacy, whether they are standing outside the window or across the street. I would think using a bright light to peer inside one's home is a clear indication of a peeping Tom.

If it were me, I'd start cleaning my guns in the garage with the door open, every time he started taking videos. Cycle the action on the Mossberg a few times just to make sure its properly oiled...

For a balanced viewpoint, think about having a neighbor who with a helper spends 8 hours on a Saturday milling steel, grinding coupons, welding constantly, in a highly loaded subdivision. This probably would not win any popularity contests.

Look on Amazon for a "Reolink" camera kit. 4 cameras and the recording system will run about $300. It was so easy to set up that I put one on my wife's business. I run the app on my work computer, and can see what's going on when I hear a commotion around the house. They're also good for showing people on this forum how to dump a perfectly good mill on it's face. :-(. (https://rumble.com/v2mip76-the-boss-land-on-its-face.html)
Was that a shoe that went flying? Not a funny situation but I kinda laughed when the shoe went halfway up the wall....

Get an infrared floodlight. It will drive him nuts that you have a "jammer"
Won't work on iphones. They have an IR filter as part of their camera system.

Guys on the floor would test the IR headlights on military assets with their phones. Quick and easy and more importantly... you could see if any of the leds weren't working. (usually a group of maybe 15-20 leds?) Cant tell that from the little IR test cards.
But.... not one iphone would work for this. You just got a great image of a headlight...
Only the android phones worked.

The problem with mental illness is you can only gauge it in hindsight. Once triggered you can’t put that one back in the boobyhatch so to speak. We’ve thought several times of moving but the way mental illness is spreading there is no guarantee we won’t be in deeper yogurt.

Every neighborhood seems to have at least one irritating neighbor. Best just to give them as wide a berth as possible...
Is that why people in my neighborhood avoid me?

I'm not going to respond to all the posts with quotes but here are some more thoughts.

Have a friend go over to his house and knock on the door and ask what he knows about that guy across the street. If there's something he's trying to accomplish, he will love that he has an ally and will probably give up most everything he knows.

I echo the sentiment about the cameras. If someone like that isn't getting the results they desire, they often escalate. You don't know if he is coming on your property at night and peeking in the windows. Wouldn't put it past him because it's been done to me.

(As for the busy bodies, I've been in trouble for DANDELIONS! I had to pay a fine for not killing them when there were dandelions in every yard in the neighborhood).

Find a way to get a rumor started that you're one crazy MOFO or work for the CIA or something. It's hard to do but once it takes hold, he will maybe leave you alone (I had a neighbor in my house once and he saw a half dozen security cameras, a rifle and an Uzi. I've never had problems with my neighbors. He chatted with everyone. I've even walked over to domestic disturbances and when they see me coming over they scatter and apologize)

Do things just to **** him off. Make sure they're legal. Once he's called the cops a few times, sue him for harassment. You might be able to sue him now if you can show he's regularly filming only you.

Send him flowers, thanking him for a wonderful phone call. Sign it "Donna". Add in that (Donna) thinks they are soul mates too. Make sure the flowers arrive when his wife is home.
Send him a blowup doll.

My ideas get a little dark after that. Nothing violent. Just a little dark.

I still wonder why my neighbors avoid me.
