Is the lower limit an actual fractional inch value or is it 0?

If it's 0 (and the quality Jacobs brand chucks do close pretty tight) then you have something that would work as a sensitive drill press.

Doesn’t close all the way but close. The original motor had that punk to it so I put this $3. Sale find big block on it.

I put one on my Delta 17. my speeds are now 442, 318, 228, and 152 RPM LOL. it's because I already had the low-speed pulleys and then added the 3rd one.
