Question about boring tube to make collars/bushings

This may be crazy, but would a sanding drum work? Homemade mandrel for the sandpaper and threaded rod chucked in the drill. Course grit should remove the .010" guesstimated above.
Since the pin will not be 'turning' at any RPM to mention, binding will be the only concern. And it's not a super high precision part. You can sneak up on the fit.
 
I’m a mechanic at a heavy equipment dealer. If the bore is allowing the pin to rotate while the bucket or thumb is being used I think you can have a lot more clearance than you are allowing yourself. Usually 1-1/2-2” pins will have .015 to .025” clearance to the bushes. Fits where the pin to bore is fixed is about half that. In the field poor fits can often be cleaned up with a rotary flap wheel on a die grinder. Some suppliers offer them in fairly corse grits. Using paint and the pin to test the fit and grind down high spots.
