New 2 me Tree Mill, lots of questions

Yes it is likely part of the down feed engagement of the quill. Currently that quill feed engagement handle is inoperative and just sort of flops around. There is some sort of part pictured in the machine with the blue walls in the background (another machine I found on the internet) that is missing on my machine.
