Ronnie Dean Stout II was arrested after he was seen pushing a car that was on fire into a gully near the Alligator Hole in upper Bidwell Park shortly before 3 p.m. on Wednesday. That was around the same time the Park Fire sparked.
Butte County DA Mike Ramsey said the vehicle belonged to Stout's mother.
A photo released by the DA's office showed a vehicle and the nearby vegetation largely scored.

Ramsey said Stout was "seen calmly leaving the area by blending in with other citizens were in the area and fleeing the rapidly evolving fire." Cal Fire arson investigators and the DA's office eventually identified him and a judge issued a warrant for his arrest. He was arrested at 2 a.m. at his mobile home.
Stout has two previous "strike" felony convictions, the DA's office said. In 2001, he was convicted of lewd and lascivious acts with a child under 14 in Butte County. In 2002, he was convicted of robbery with great bodily injury in Kern County. After the second conviction, he was sentenced to the state prison for 20 years.
He was later arrested for a DUI in 2020.
“It is maddening that we’re here again,” Butte County Sheriff Kory Honea said. “It is particularly maddening that this fire was caused by an individual.”
