I agree however the original intent was to have fuel available should OPEC decide to eliminate or minimize oil sales to the US

I believe Obama made it mandatory that 25% of the corn crop be available for ethanol production

At the risk of getting slapped for political content, this about ethanol not politics, I'll make the reply short, Bush mandated that ethanol be added at 15% or 20% to gas which was suppose to introduce a friendlier bio-fuels and less hydrocarbons, Energy Independence and Security Act of 2007.
Turns out ethanol is actually pretty dirty, who knew.
