I just bore a bunch of blind holes in a block of wood and insert a mill in each hole, on a shelf in a cabinet... sort of like a drill index. Depends on how many you have, I suppose.
If you are getting the PVC pipe and caps for free, and you don't mind the time/work to create the containers, I can understand.I cut the PVC pipe to an appropriate length and put a single end mill in each one

I had a drawer full of 1/8", 1/4", 3/8" and 1/2" end mills. So, i made this organizer to reduce the amount of space taken up by the end mills. I cleared out a whole drawer with this thing.www.thingiverse.com
that is nice. The only problem would be the double ended endmills.
Also I would probably want one for HSS, and one for Carbide. And a protective cover to prevent anything from hitting them. But that might lead to problems itself.
I may send that to my son and ask him to do one for me.
edit: oops, most of my end mills are 1/2 and 3/8.
the 1/2 has too few slots for me.
Maybe I can modify it. I have a ton of small as well, but they are in the akro mills drawers, I rarely use them.
I don't have any problem with wood causing rust. You need to use well dried wood. I like walnut because it's oily, or kiln dried Maple, and if I use 2x4s I make sure they are very old and dry in my shop. New 2x4s have water. I use a meter to check my wood.Nice! I am trying to get away from wood holders as it promotes rust. I have been making holders out of acrylic since I don't have a 3D printer.
