Hole saw is best bet.
Drill bit is going to grab.
Hole saw will zip through just fine.
Correct speed will cut fast and not get hot to melt.
Make a simple fixture to hold your stock, drill press is fine.
Add a Dowell of correct size at the hole spacing, drill hole, moe and place on Dowell, drill next.
Makes for perfect spacing and keeps them all in same plane.
Make sure the Dowell is snug fit, maybe make pin in lathe.
With a helper you should be able to zip this fast, one person lifts and moves the stock, takes 2 hands, second just pulls down the quill.
Move, drill, move, drill
Forgot about the slugs...
Forster bit may be the answer, they come as singles or in a set, make clean cuts since they have a cutter that cuts the ring then shaves the center.
Since it is Brad point you may need to guide it but that depends on how rigid your setup is.
