Releasing a steel rod from concrete.

Have you tried rapping straight down on the top of the rod with a hammer? Might jar it loose.

That first one, I'll probably run into problems with the neighbors getting it there, as the area primarily has fairly large, expensive homes, but that second one could work, as it's only a short dredging operation to get the machine into position, as the house is very close to the North Saskatchewan River.
 
A hammer may end up doing less damage to the handle then a pipe wrench. The shock of hitting it should free it up faster then simply turning with a wrench. Plus if you use a hammer made of aluminum or brass or use a sacrificial piece In between it won't mar the handle
