Shaping relatively soft rubber materials is easily done with an abrasive sanding bit like those used with a Dremel rotary tool.
Use the highest RPM available for better cut control.
It will create a lot of dust so it is highly recommended to employ some type of ventilation/suction system to minimize dust dispersion.
