Possibly a very silly question

maybe im being thick here and certainly not trying to teach anyone with far more experience than i have to suck eggs but if i backed the set screw out or even removed it and then tightened the collar to set the preload then put setscrew back in will it still get chewed by the threads?
The set screw will chew on the threads for the collar.

Especially if the set screw has a cup tip. For this application it would be good to use a soft tip of some sort. It can be integrated to the set screw or just a soft ball of material or a short section of plastic or brass rod or thick wire. Even a piece of 3d filament might work. Or shave off a piece of a plastic cutting board, lots of things can be used.
