Heat treat 410?

I bought some stainless at the scrap yard that they claimed was 410. It cuts like cold rolled steel as long as it does not get hot.

I am trying to harden it a little but heating to orange and quenching in oil anneals instead of hardening.

Am I doing this wrong or is this material likely to be some other stainless alloy?

Is it magnetic? 400 series stainless steels are.
 
Not magnetic. They were using an XRF gun to test the metal. Not sure if they know much about alloys, probably just looking for nickel content.
Last time I took stuff for scrap, their XRF said 310 SS was 316, 310 is magnetic.
 
This project was a oval hole punch for leather belt making. If I was going to purchase material specifically for this, what would be a good choice? Would A1 or A2 work well or would O1 or 02 be better?
