I remember looking through some YouTube videos a while back and I came across a video that I have since lost and can't seem to locate again. A person was holding a corded handheld drill that had what I believe to be a clutched tapping chuck inserted into the drill's chuck. It seemed to work pretty well. You could tap a blind hole and the clutch would engage keeping you from damaging/breaking the tap. I wish I could locate the video again so I could research the tool. Does this tool sound familiar to anyone? Any suggestions would be great. Thanks.

I'm guessing it was an older video. Almost all cordless and many corded drills today come with a built-in clutch. I have several Dewalt cordless drill/drivers that have 16 different clutch settings. They vary from soft enough to stop the chuck with 2 fingers to strong enough to nearly stall the motor before releasing.

I bet the video you saw had a Tapmatic style tapping head inserted into the drill's chuck. They are designed to do exactly what you describe: I have mostly seen them used in drill press applications.
