Can’t adjust arm on DTI

I have a Brown & Sharp Bestest DTI that works great, I just can’t adjust the arm to different angles. I’ve pushed on it as hard as I dare to for fear of breaking it. Loosening the pivot screw doesn’t seem to help. Any ideas for getting it unstuck?

Just to be clear, I’ve included a pic. The Bestest is in the foreground. Behind it is a Mututoyo DTI with its arm adjusted upward like I’m talking about.

Have you been oiling it with something?
 
The prior owner may also have “fixed” a problem by tightening the pivot.
Loosening the pivot screw hasn’t helped.

Considering Bone Head’s comment, I may try soaking the pivot in some mineral spirits to see if it might dissolve some crud.
 
It's been so long since I've seen my BT's I can't even remember if they did pivot . CRS has set in . :( Just one more thing to add to the never ending list .
