[Newbie] Wisefixer - What Are These?

I have these two items and the first one I have no idea what it is used for. The second is a collet that I need to find out what holder is used for this size. Thanks

Re the first one, beats me. The second looks like an ER type collet, but the picture is so blurry I'm not certain. Is there an ER number on the large end somewhere? Or any numbers?

The over all length of the collet is 1.165 and the large diameter is .738. There are no markings on any of the collets.

The collet looks like an ER20 but the dimensions in the photo are too small for an ER20 and too large for an ER16

My thoughts, exactly. Doesn't match up with any other collets, either.

Could that be a cartridge neck trimmer as used by precision reloaders ?

If it's not a neck turner it sure would make a nice one.

It is not a cartridge beck turner. The cutter would be over the shaft in that case.
It does look like a fancy tubing cutter though

The collet looks like it might fit a router, many router collets only clamp at the top and have a snap ring groove to hold it in the nut.
