Intermediate sized holes, how to make them (what tool)?

Side note....
I have a couple of Hertel brand step drills and they work well. Also, McMaster has some sheet metal cutters.---> Sheet metal cutters
I think that you have it with the AC though WH. I am looking forward to seeing how it works for you.
