My advice is based on what I've read on H-M about your activities (non-business) and assuming that your house is not under the authority of Home Owners Association. HOA's can be wild and crazy.
I wouldn't go over and talk to him. What would you reasonably hope to achieve? If he has a problem with what you're doing on your property, it's up to him to reach out, or not. Otherwise, let him stew in his own juices.
Since you have one or more unsympathetic neighbor, take some steps to insulate them from your activities.
I suggest creating a visual screen so it's difficult/impossible to see what's going on inside your garage. A few shower curtains hung across the open garage door should be cheap and easy enough. The screen will also serve to attenuate the sound to some degree. They could be vertically positioned to leave space at the top and bottom to maintain some ventilation of the garage. The curtains could be sliced and/or weighted if necessary to minimize the effect of prevailing winds. Use prop rods as required to support the door/curtains to be sure the curtains can't cause any undesirable stresses/strains on the garage door.
I also suggest you have two or three quality security cameras rather conspicuously placed on your building(s) and pointed to record excellent views of the street scene.

Is he young, older? I’d go over and talk with him. What’s his story ,why the videoing. Then make your judgement on further actions needed. Turn the table and put a camera viewing his line of sight.

He is about 68 years old. He is a retired mail carrier.

He is known in the neighborhood as somebody who “likes to stir up trouble because he is bored”.

I talked to him a few times when we first moved here, but I won’t engage with him at all anymore because he is clearly a disturbed jerk.

I can just close the garage door.

I have posted this on here before, but this neighbor’s wife told another neighbor (who is my next door neighbor to the South) that “she is tired of having to go around the neighborhood having to apologize for him”. The problem neighbor had turned them in for (1) parking a boat in their front yard (on one side, on a gravel pad), (2) having construction done (landscaping in the front yard), & having a fence that was too high.
 
I have spoken to 2 neighbors about this (both have lived next to him for about 40 years), & they said that “he likes to stir up trouble”.

We are dealing with a very bored person here.

I very much like the idea of blocking his view. For her daycare, my wife put a film on all the front windows that makes it so you can’t see inside the house.

Probably so. He probably also doesn’t like the one-way film on the windows of the house. On one occasion, *he had a work light aimed in the daycare room & was filming what was going on in the daycare room during operating hours*. Nobody in our house will ever speak to him after that. The police said that was legal (even with the lighting).

In my mind, if somebody does that, then they are a freak. He may have been doing that in order to invite an assault together with any settlement for injuries sustained. My wages would be very easy to attach.
 
We have a rule in our household that nobody is to engage him in any way because we believe he is a troll.

A troll will usually move on to somebody else if ignored.

I guess I could put out a couple of HD cameras facing his house, but I am not interested in other people’s activity.

You may want to do that for your protection in case he decides to make false claims against you when he can’t get a rise out of you for his filming. It sounds like he might be crazy enough to do something like that.
