What kind of steel for these parts

I have stress proof flat bar stock. Got a bunch of it at an auction YEARS ago.
 
1144SP (Stressproof) is a good choice for machinability and hardenability. It is (iirc) only available in round.
I think you may be correct, but round can always be milled to flat stock in short lengths easily enough.
 
If your machines are rigid enough I’d consider 4140 HT. I’ve made lots of parts like these from it. Machines well, good finish. Pretty much requires carbide tooling. RC 25-30. 1144SP would be my second choice. If you need harder then you probably will need to heat treat and then lots of choices. O1 or 4140 would be good. A2 is dimensionally stable might get away without post heat treatment grinding.
