Airliner toilets flush into a holding tank. Part of ground servicing includes attaching a tanker truck to the sanitary fitting, opening the vave, and draining the tank.
Unfortunately, the valve sometimes leaks during flight and the blue fluid freezes on the surface of the plane, forming a blue "iceberg." Then as the plane descends through warmer air during landing, the ice partially thaws and breaks free of the plane. It then falls, and sometimes hits something (or someone) on the ground.
