Tapered Shank Router Bits?

The other day I snaggd what I thought were router bits- about 6 or 8 in a wooden block. Once I got them home and pulled one out I discovered that the shank had a slight taper getting smaller toward the cutting end. Any idea what these are? One of our local mentors used to use single point router bits as boring bars. That was my original intent. He snagged his from the local boat factory where they were used to cut aluminum. I was thinking that if I fgured out the taper angle I could make a holder for them.
