Grinding wheels for bench grinder?

Have you balanced the wheel? If not there should be a paper washer between the wheel washer nut. mark the paper and wheel with a line using a sharpie, loosen the nut holding the wheel, Turn the wheel mark 1/4 turn, direction doesn't matter. Tighten the wheel and check for wobble keep doing this till the wobble is gone, or least minimized.
If rotating 1/4 doesn't work, try 1/3. Had to do that on one wheel.
 
You could also look into a standing belt sander with ceramic belts, or CBN wheels that are not as messy. 36 for the ceramic belts, and 80/220 for the wheels. There are several belt grinder types available. I found the AO wheels to throw dust/grit over a large area especially when dressing. Could just be me though. Beginning grinding HSS bits is a little stressful, but once you don't over engineer it it's fun.
 
Beware the slippery slope. If it doesn’t shake and vibrate count yourself lucky. There has been many a thread here if you search about how lousy ALL new wheels are. Norton, doesn’t matter, been there went through that all consuming mess. This is where they don’t make ‘em like they used to is really apparent. And the shafts on my grinder didn’t have even .0005 runout. Slight wobble didn't cause vibration, out of round and out of balance did. The new wheels are a mess. Hopefully you get a good one but don’t be surprised when you don’t. YMMV.
 

I did this with my bench grinder wheels and it helped a lot even with the side to side wobble.

I put the heavy end up on the spindle before I tightened the wheel down.
 
How would dressing the face of the wheels help? The wobble is visible side to side.

What grit wheels would you think best for grinding lathe bits?
so these days, most wheels wobble. I don't know why. I use shims on the sides of the wheels to help with that. I cut moons out of index cards or paper. it balances the wobble out quite a bit. if you get it close it won't matter.

I would say forget the coarse and fine.
just go for coarse. The question is what are you grinding. if HSS get a white wheel, if mild steel get a gray wheel.
if only HSS get a white wheel, and a scotchbrite deburring wheel.
I'll have to look at my white wheel, I have both coarse and fine, but don't use the fine. I don't know what grit the coarse is, so I'll look in a while.
 
That did it! Kept turning the inner flange/bushing a bit at a time and managed to get it pretty straight. Thanks everyone!
Put a mark on the wheel, flanges and shaft now, so if you have to take the wheel off, it will be easier to get back to "good". Sharpy is fine, fine scratch line might work too.
 
60 is finer than 80? I thought it was the other way, must be right, no one commented. How coarse is 2000 paper?

You have it right. 60 is coarser than 80. 2000 grit is extremely fine.
