The vertical may be due to wear of the bed or alignment of the headstock, I doubt there is any kind of shimming of the legs that will have any effect on it. I would be happy with 0.0015" across 18". make some chips. If there is wear on the bed you might end up slightly off where the razor blade test puts you. Cut something between centers and adjust as needed to get same diameters at each end.
