Camera guy didn't stop filming to help the guy covered in flour or even check that he was ok. He rather followed him while still filming so that can make him complicitagree with the first half, but how do you know the guy filming it at fault? If he and the guy who cut the bag, sure he's in on it. But if he and the guy doing the lifting were just filming it, and the third guy acted on impulse, the camera guy isn't at fault.

I have seen more than a few videos where stupid stunts were done for the benefit of making a video. Some interrogation would be in order....or you could just fire everyone connected with the stunt.
