As others have said. Safety wire pliers. Typically used in Aviation applications, but also used in industrial applications where substantial vibration is present. In high vibration environments, lock washers typically do not hold.
Aircraft safety wire pliers. I have one left.
They are handy for decorative work.
We made bird feeders from garbage can lids, they had a stack at the restore, 2 sizes.
Big one on top with columns from conduit and smaller on bottom.
Supported or hun by wire, made sets of 3 to use for top.
Uses stainless mig wire from estate sale to make the wires, this tool allows for real nice looking ends.
