What kind of mill do I need/want/afford?

There is a nice Victoria Mill Kijiji in your back yard in Lucknow. You would need to run a phase converter and a 550 volt transformer. I watch Kijiji all the time and there is some pretty good used machinery up in your neck of the woods.

I had a Victoria mill for a while (older than that one listed on Kijiji). It was a good sturdy machine. Assuming the handles, cranks, overarm supports etc are still with the machine (and it runs) - then it is a pretty good deal.

The 550V is a chore to deal with, but once you do, then that opens up other good machine options (that issue scares off some of the competition). I have 3 machines running at 575V 3 phase using a 240V RPC and a transformer. The system reliability has not been an issue (3 years so far).
 
If you have room, you have a better chance of finding deals. The big machines often go for a lot less than stuff that easily fits in a garage. 3-phase is no problem now with VFDs being about $200 or less for up to 3HP.
