Not cheap chinese, and not $300+ either. Rotating base not needed. Quality & accuracy wanted, cosmetics not so much.

I bought mine from Shars. I have been happy with it. It came with a rotating base. I made a backing plate for the rotating base that fits my lathe chucks. I can move the chucks from the lathe to the mill and back without losing concentricity. It has been handy for drilling and taping bolt circle holes among other things.

mickri , do you have a thread of your rotating base ? Sounds like a nice project .

No thread. The partially completed backing plate came with the lathe when I bought it. All I had to do was dial it in on my lathe and bore a hole to fit the pin on the swivel base. Here are some pictures.

I bought a Kurt 4" vise many years ago and have never regretted it
No idea how often they come up for sale used, the 6" is much more common.

You say you don't want a cheap Chinese one but I will say the Vevor I bought seems t be pretty good for the price. My only gripe was that it dodn't come with a way to hold it to the bed.

I have 3 6" Kurts down here that can leave the premises .

Vertex they are Taiwan but you will have to find a used one for your bugget.
