This is the correct setup for the countershaft:

When paired with the correct motor pulley, the flat step pulley on the countershaft allows you to switch belt positions without adjusting the belt tension.

Here is the speed diagram for my lathe, which assumes a 1725 RPM motor.

Thanks for clearing that up. Obviously, I missed that class; now I feel kinda stupid.

Just be sure to get the pulleys arranged as shown or your speeds will be very different.
I say this, because it looks like you countershaft is opposite of the one pictured.
