Ours has been sitting on a pallet for years and doing fine...easy to move with pallet jack...

In your case...does mill have holes in base for mounting bolts?

Most are just right size to tap so 5/8 bolts.

Tap out the holes and use all thread to level.

Steel strapping makes great shim stock so you can elevate just enough to slip in and rest it on the shim and be close enough.
