Help With this Toolholder

No problem, however I have never seen a kennametal holder with a fixed center hole pin, live and learn.
 
You were correct about that it pushed the insert back into the seat. It looks like a type of cam where it is off center. It holds a shim in place then the insert rests on top. One piece pressed in with a tiny compression ring on the bottom.
