I can only assume that this goes in a lathe but I’m not positive. I think I get what it does but that’s about it!

I'd say that's an adjustable fly cutter for a mill.

Either that or a circle cutter for something, mill or pedestal drill.

I can't see holding.it in a lathe and using it effectively, not without a tapered end for a tailstock (and even then, pretty big swing required)

More than willing to be wrong however

!I highly recommend not using it in a had held drill!
I did say it was exiting. I've cut through 2X10s for dryer vents with a clone of this apparatus. In the 80s and early 90s, it was sold for this purpose.

Nowadays there are 4" hole saws to do this. Far safer, and faster too!

I completely agree that nowadays this should never be used handheld.

 We all like challenges John and this is one . Kinda like drilling holes in tractor decks with S@D drills and seeing how many revolutions your wrists can do before you have to let go . Yes , this is a trepanning tool for a mill or drill press . The drill ( usually 1/4" ) can be replaced with a dowel . More suited for wood/plastic and aluminum sheet .
