Wiggle bar? I use one (not spring loaded though) to locate a piece on centre of rotation in a lathe chuck. Or off-centre of rotation for that matter if you want to turn eccentric.
It looks like it could be used to center a point (on a workpiece) when mounting onto a faceplate.
Put the male cone point in the center punch divot on the workpiece. Put the female cone over a center in the tailstock. Place an indicator to read TIR of the diameter at the male cone. Tap the workpiece around to minimize TIR and clamp the workpiece.
I go with both answers above. My center finder looks similar and is spring loaded to keep it in place when moving a piece around on 4J chuck. I spin the piece around by hand moving the tool holder up to it. When it looks really close, I switch to a dial indicator and dial the center in to a tenth or so.
