They are old boring and turning tools. Have seen them used many years ago. The holders had the same serations. I think the serations were to keep the tool from moving during the operation.

I believe you are 100% correct on the serrations were to keep the tool bit from moving in the holder. Back in the days, the tool bit was fixed to the holder and placed on a tool & cutter grinder and ground to a specific geometry and length dimensions for a particular job. This was before the days of having adjustable tooling at the machine as well as insert tooling we have today.
