NO! Slowly hand turn the spindle and feel for the drag on the paper. If you are trying to sense touchdown between a uniform rod and a flat surface, no need to rotate it.

Newspaper is great when clamping on my mill. I use cigarette paper to detect touchdown. It is exactly 0.001" thick and I've used the same piece for over 10 years.

Better measure your paper as there are different thicknesses, I've seen and measured paper that said on the package 1.0, 1.5, 2.0 and they are respectively 0.001", 0.0015", and 0.002" they aren't all automatically 0.001" just because it's cigarette paper.
