If you folks use strap wenches sprinkle a little on them sure makes a big difference. Plumber

NO! Slowly hand turn the spindle and feel for the drag on the paper. If you are trying to sense touchdown between a uniform rod and a flat surface, no need to rotate it.

Better measure your paper as there are different thicknesses, I've seen and measured paper that said on the package 1.0, 1.5, 2.0 and they are respectively 0.001", 0.0015", and 0.002" they aren't all automatically 0.001" just because it's cigarette paper.
