If that is, as I suspect, in the UK, then the answer may well be that it was to stop grave robbers / body snatchers which was quite a problem during a brief period of history.

When you consider it was supposed to be a "quick in and out" job, they would go for un-guarded graves rather than deal with a heavy iron cage that would often need more than the two-man grave robbing team to lift and remove them.
