Single edge blades. I just sanded them with my fine wheel on a motorized sander. I just use them for gasket scraping and such so not real particular about them, but they were very sharp when done.
 
The same way a steel is used to tune up a kitchen knife, the strop is used to tune up a cutting blade. A few easy strokes on the hone, and strop strop strop, you're shaving again.
