That's a long wedge that is placed in the casing in a drilled well, that is used to kick the drilling string sideways into a new drilling direction. Generally into a large radius that takes it into a horizontal direction from vertical.
 
A whip[stock is an aid in directional drilling. We were working on enhanced oil recovery in the 80's and we ran radials out from the well bore into the strata. I don't think it worked as well as they hoped and fracing became the technology that won out.
