My go to for something like that would be my wife's steam cleaner or a hot pressure washer.

Removing paper from old Plexiglas!

Steel ink remover.
When removing old wallpaper there is a tool that is used to gently score the paper creating a bunch of holes just in the paper to allow the solvent to saturate the paper and glue so that it will help with the removal but will still take a bit of patience....Hot steam really expedites the process. Now ive only used the process on the stubborn plexiglass paper issue only one time but it worked given half the chance.
