It is. I have a big lathe too,I have only had this for about a year now. I have only noticed the hole yesterday when I made a nrw stud for the QCTP.If that's rust in the threads... it apparently wasn't used very often...
Do you perhaps have that link Winegrower?Joe Pie has a video showing that used in a "stop" arrangement to position repetitive work, say where you want to part off exactly 1" or so.

Do you perhaps have a part number or correct description to make the search easier?My Aloris tool post has the same hole, but 3/8-16 thread, it is intended for an adjustable stop, which they also sell (I made on for myself) They are also usable on mill vises if you frill and tap a hole. Look in Aloris' catalog to see the design, they are simple and easy to make. The adjustable screw has a single bearing ball inserted in the end and loosely staked in place to act as a wear point for rotating work.
