Quick change toolpost question

What is this threaded hole intended for on the quick change toolpost? This one is M10×1.5. I don't know if the previous owner of the lathe made it.
 
My initial thought was 'screw-in dial indicator mounting post", but those are usually around 8mm (well, the metric ones pretending to be imperial are, anyways).

given how low it is on the QCTP (and therefore how far from the spindle center) ... maybe a handle is screwed into it, for swinging a compound that hasn't been locked down? I've seen people do this on the occasional video, basically using the QCTP as a graver.
 
If that's rust in the threads... it apparently wasn't used very often...

Joe Pie has a video showing that used in a "stop" arrangement to position repetitive work, say where you want to part off exactly 1" or so.
 
My Aloris tool post has the same hole, but 3/8-16 thread, it is intended for an adjustable stop, which they also sell (I made on for myself) They are also usable on mill vises if you frill and tap a hole. Look in Aloris' catalog to see the design, they are simple and easy to make. The adjustable screw has a single bearing ball inserted in the end and loosely staked in place to act as a wear point for rotating work.
