Look at post #13 in this thread for drill modifications: http://www.hobby-machinist.com/showthread.php/6268-Finally-tried-to-do-some-quot-real-quot-work-with-HF-drillpress-what-a-mess! The bits were modified for working with brass but it should be pretty much the same concept.

Post #19 shows how to do it right. I am not sure at all what the other modification would do,except maybe keep the drill from drilling. There HAS to be some clearance on the bottom of the drill or it won't cut.
