Ospho guidance, repainting an old BBQ

I have an old Traeger my dad gave me awhile back. It does a good job, especially since I upgraded the controller. But the years have been hard on the paint. It is peeling off, revealing lots of rust. I knocked the loose paint and rust on the lid off with a wire brush in an angle grinder, then yesterday afternoon painted it with Ospho rust converesion liquid. I let it sit overnight and when I checked it today I found that the ospho had lifted more of the remaining paint, and also left a pretty rough surface. It was easy to smooth it up with steel wool, but I'm wondering if I need to repeat the ospho, and also if that will again roughen the metal. Also if it works out OK if I paint over that rough surface.

I think that the peeling paint is an indication that there was rust under it so it's OK that it peeled off, but I also am wondering if I need to use paint stripper to remove all the paint. The little paint left seems to be stuck down pretty good. Having been exposed to high tempeeratures for many years probably has made the paint very resistant, to just about anything but I could be wrong.

Just brush off what is lifted.
Once everything has an even coating from the Ospho, throw some paint on it.
Did a truck hood in FL once, took 3 times.
 
ospho as many times as you need to. generally not a good idea to paint directly over the dried ospho. at least wire wheel or wire brush it off.
