I don't think it's a fly vise because it only locks with the jaws fully closed. It would not clamp on a hook for example.
The end hole is some weird size around 5/64". It does not accept any standard thread. #4 is too big #2 is too small. I don't have a #3 to check but that would be really strange.
It is hardened tool steel! I may not be able to re-machine it into anything.
Don't even tell me I have you guys stumped!?

No idea what that is, but this, but a couple of thoughts-

It's clearly not for any significant speed, as the locking lever would "unlatch" it's self easily.

If you rotated the locking handle, is the whole "pull pin" inside one piece? Does it rotate as one, or is it threaded together to leave some adjustment by that method?

The "wierd size"... Given that even here in the US, metric screws have all but taken over for the "tiny ones"... Depending on how you measured the hole, that puts you right about the 2mm or 2.5mm screw size. No idea if that's the case or not, but it shouldn't be ruled out.

Just some thoughts, not an answer.

Rolling back an old style odometer?

Fishing reel spooler with a small handle stud?

An M2 screw pulls right out. The hole is actually about right for an M2.5 screw however the threads do not match. I actually think they are serrations and not threads. I wonder if this is something to hold wire? Maybe the serrations grip soft wire?
I am also open to good ideas for uses.
 
Seems like a wire twister is becoming more likely. How much spinning (how fast) can the tool take and remain locked?
Wouldn't take much at all to unlock it. I doubt it is supposed to spin. If so, it's a real bad design.

Google Lens can't find it either!

OOoh... Wire twister. Not "wires" twister like I thought of previously, but "A" wire twister...

If you uncoil a length of wire and want to straighten it, that's kind of a "go to" option as long as it's not "too" hard of a wire. Music wire maybe? One end in the vise, one end in that tool, on a screwdriver or drill maybe? Still speculating, but that would explain the need for this to be a hardened tool...

12, 11, 10 guage maybe fits in there Any of those seem like a good fit for that application?

I just looked in the handbook, and then slapped myself on the forehead.... Scroll down tot he first chart if you don't have that memorized.
