I haven't a clue to its actual purpose.
Walking through the obvious: it appears to be shop made. The lever opens closes the split down its axis, the ¼" hex shank denotes not for precision, the taper at the front is a mystery.
 
I like @coolidge's guess. My guess was part of a fly-tying vise, which I still think is a possibility.

I just chuck up a large-ish alligator clip for twisting wires.

Definitely looks like something one could use for fly tying or wire twisting. You'd grab the wires then chuck in a hand drill to make twisted pairs.

When I needed twisted pairs, I simply would chuck the wires in my drill, which was occasionally problematic due to three jaws and two wires and stretch the wires and slowly twist them. This tool would help I think.
 
More info. It came with indicators tools. May or may not be related. It is very precise and well made. The taper has a hole which is either serrated or threaded. It does not appear to be a common thread size, metric or SAE.

It is NOT an ISO100 blinker fluid expansion valve seat installer for a 1965 Rolls Royce Phantom. I have two of those already (left and right sides)

Quick release for an indicator? (I may machine it into one of those anyway!)
