650$ + 4 jaw chuck + countershaft = 1000$ realistically. Too much. I had Atlas lathes for years. I was never crazy about them. The taistock had a tendency to drift when attempting to drill with a 1/2" drill bit. They aren't terrible. But in my opinion they're best for non ferrous metals.
Now the one I used, though I had a few, had bronze bushings. You can get a nice finish on yellow brass. I imagine also with a ball/roller bearing headstock. Each has their strengths.
The 101 and Atlas lathes are pretty different as far as I know. I wouldn't count on much interchangeability between the 2.
If say you can get the guy down to an acceptable price (to me, a cheap guy, 350$ or so), source the jackshaft first. Who knows what ebay scalpers or whoever might ask. You can download "the Metal Lathe" from somewhere and see how he made one from angle iron and such.
