I use a spring scale to set the downforce. Ideally you want to measure the force near the vise where the cutting action is, since the measured downforce will decline as you move away from the pivot.
Spring scales aren't all that accurate but a ballpark value is fine for this kind of application. I got mine from an online scientific supply company, but Amazon has a huge number to choose from. The Ohaus 8008-PN looks like it would do, going up to 11 pounds. You can buy a digital one for less $ but get to periodically feed it batteries (and it actually may not be any more accurate, being for fishermen who want bragging rights). For this kind of application, I'd say No Thanks to the digital version.
