Which one is the mandrel and which one is the arbor? IMG_3777.JPG
 
The mandrel holds the work (gear) and the arbor holds the cutter.
Now do fixture vs jig :)

drill vs drill bit
and bolt vs screw.
I just couldn't help myself.

Under normal conditions you are right Jeff64 but neither is the mandrel. What appears to be a mandrel with a gear on it is actually a shaft that has a gear made into it. This is why I am repairing the gear instead of making just the gear or buying just the gear.

Okay, we have an arbor and a shaft. Where is the mandrel?

I don’t understand your statement that “what appears to be a mandrel with gear on it is actually a shaft that has a gear made into it”.

Why would both the shaft and gear need keyways if the gear is made into the shaft?
