Mystery tool

It's just so weird looking. Funny to think you'd run across it just lying around. My sense of humor is frequently not funny to anyone else, sorry.
 
Looks like a multi-tool for some very weird fasteners! One tool got over-torqued it looks like.
 
While working fiber optics (communications) I have stumbled across many similar fasteners for man-hole covers, traffic signal boxes, and many other places where security is a concern. As an example, Snap-On carries a 5 sided 3/4 inch socket. But you have to be in the business to acquire one. The truck drivers aren't even aware of them. I can't specifically identify the use of such a wrench but it's not that unusual.

I’m thinking maybe something like this, but older and larger size. Gas meter or utility key for meters or shut offs.

underground water valves going into the houses here, use that. Also fire hydrants use a larger 5 sided socket, or wrench.
