Muzzle brake

Ugghh, that looks like a $30 brake - as opposed to good brakes which sell for over $100. Look for baffles - vertical or near vertical surfaces that are going to catch forward moving gas - that's what you want. That SIG brake will have minimal affect other than making your rifle seem louder and more annoying to those around you (which a good break will do to an even greater extent).

The shoulder is to register the brake not the threads. The use of a crush washer is to seal that joint. You can play with the thickness of the washer to index correctly. Might want to look into a compensator. Curious how you got a threaded barrel being in Illinois that makes it scary and dangerous!

bolt actions arent covered by that rule.... stupid is as stupid does when gun laws are written
