To be slick...
On one end mill out the bottom and other the top so they can stack up and be same thickness.
Trim such that when assembled they slide together and almost bottom out.
On top weld a solid bar perpendicular to band on both ends with either holes in both or threads in one for the screws that tighten it up.
No hinge needed as the strap should simply open up.
The above allows custom fit to grip the tube with no gap.
To be more creative make the above interface a slot where one side is a male that fits into opposite female.
This would eliminate and line or pressure gap.
